That announcement, made in 1967, followed L. Ron Hubbard’s breakthrough to higher states of spiritual freedom, culminating in his advanced research. That milestone remains inseparably bound to his cliff-top villa overlooking the Atlantic Ocean in Las Palmas, Gran Canaria.

Having arrived in Las Palmas in February 1967, Mr. Hubbard established residence in the community of La Estrella as his base of operations for his advanced research. It was in this villa he named Estrella that L. Ron Hubbard charted the route by which others could safely move to higher levels of awareness. And with that work, Mr. Hubbard knew that the Technology of the Advanced Courses required more than precision in application. It required an organization capable of safeguarding and carrying that Technology forward.

Prior to his arrival in Las Palmas, Mr. Hubbard had set in motion an evolution that would answer this need and ultimately reshape Scientology itself. Known as the “Sea Project,” it began with his call to Scientologists with any maritime experience or ambitions as well as the acquisition of two ships—the Enchanter and the Avon River. From this pivotal base at Estrella, Mr. Hubbard then elevated the project into something else entirely.

The defining moment came on 12 August 1967, when L. Ron Hubbard issued Flag Order 1, declaring:

“Our ships and the ‘Sea Project’ will hereafter be known as the SEA ORGANIZATION.”

In that moment, a group was forged, defined by a level of purpose never before seen.

And it was here—at this very landmark—that Mr. Hubbard recorded Ron’s Journal 67, his milestone announcement of the Sea Organization and the completion of major advanced research to Scientologists the world over. From here he also issued the earliest Flag Orders and directives and created the iconic symbol and revered traditions of the Sea Org.

What ultimately emerged from this base was an elite body at the vanguard of Scientology, solely entrusted with the delivery of the OT Levels—securing and preserving the advanced Technology of Scientology for eternity.
